After training in business and finance law, Valère Moutarlier practised tax law for several years

within the Francis Lefebvre Bureau, a French law firm.

Since his entry into the European Commission in 1993, he has held several functions, first in the

Directorate-General (DG) Taxation and Customs Union and then in DG Budget.

When joining DG Enterprise and Industry in 2003, he leads the Strategic Planning Unit and,

subsequently, the team responsible for setting up Copernicus, the European Earth Observation

Space Programme.

Having spent 5 years in the Cabinet of the European Commissioner for Tax Policy (2010-2014),

he was appointed Director for Direct Taxation, Economic Analysis and Evaluation in DG

Taxation and Customs Union.

In December 2019, he headed the Cabinet of Thierry Breton, European Commissioner for the

Internal Market.

Senior Adviser in DG Taxation and Customs Union since October 2024, he was appointed

Deputy Director-General for Industry and Decarbonisation in DG Internal Market in October

2025.
